These positions are being filled under the Temporary Direct-Hire Authority (DHA) for Childcare Services Providers for Department Child Development Centers (CDCs) authorized under Section 559 of the National Defense Authorization Act for Fiscal Year (FY) 2018.

Positions covered under this DHA are qualified childcare services providers, which is defined as individuals who directly provide childcare services for dependent children of members of the Armed Forces and civilian employees of the DoD in CDCs on Department Installations, in the 1701 and 1702 Occupational Series at GS-02 through GS-11 (or equivalent pay grades), in the competitive service.

Appointments under this authority may not be made after 30 September 2021 unless extended by future legislation.

SPECIALIZED EXPERIENCE: GS-02: I have a High School Diploma or equivalent OR I have three months of general experience GS-03: I have completed one (1) academic year of post high study OR I have six months of general experience GS-04: I have one year of general experience OR I have two years above high school GS-05: I have one year of specialized experience equivalent to GS-05 such as knowledge of observing and evaluating each child's health and development and reports on and maintains records of observations.

OR I have four (4) years above of high school GS-06: I have one year of specialized experience equivalent to GS-05 such as knowledge of preparing and implementing specialized programs for children with special needs.

GS:-07 I have one year of specialized experience equivalent to GS-06 such as knowledge providing technical guidance and leadership to junior employees assigned with program activities and participates in special projects.

GS-08: I have one year of specialized experience equivalent to GS-07 such as in-depth knowledge of training methods, policies, procedures, rules, directives, and instructions.

GS-09: I have one year of specialized experience equivalent to GS-07 such as in-depth knowledge of training methods, policies, procedures, rules, directives, and instructions.

GS-10: I have one year of specialized experience equivalent to GS-09 such as knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.

GS-11: I have one year of specialized experience equivalent to GS-09 such as knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.

Knowledge of child development regulations, procedures and processes.

2. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.

3. Knowledge of Child Development Center regulations, programs, and operations.

4. Ability to develop creative and innovative activity and special program plans.

5. Ability to promote and foster effective working relationship with others and to communication effective both orally and in writing.

6. Ability to ensure the safety and hygiene of children through constant supervisor, effective arrangement of space, and proper management of equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
