These positions are being filled under the Temporary Direct-Hire Authority (DHA) for Childcare Services Providers for Department Child Development Centers (CDCs) authorized under Section 559 of the National Defense Authorization Act for Fiscal Year (FY) 2018.

Positions covered under this DHA are qualified childcare services providers, which is defined as individuals who directly provide childcare services for dependent children of members of the Armed Forces and civilian employees of the DoD in CDCs on Department Installations, in the 1701 and 1702 Occupational Series at GS-2 through GS-11 (or equivalent pay grades), in the competitive service.

Appointments under this authority may not be made after 30 September 2021 unless extended by future legislation.

BASIC QUALIFICATIONS: GS-05: I have a degree: that included or was supplemented by major study in education or in a subject matter field appropriate to the position.

For the Child Development Director and/or Assistant Director position with the Department of the Air Force, the education MUST have been in child development, early childhood, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.

OR I have one year of experience in the field of education equivalent to least GS-04 position which demonstrates the knowledge of principles, concepts and practices in the area of child development programs to include education, physical development and recreational programs.

GS-07: I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; OR I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.

OR I have one year of specialized experience.

Examples of specialized experience such as professional knowledge of a wide range of principles, concepts and practices in the area of child development education, such as would be gained through extended graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments.

GS-08: I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR I have one year of specialized experience.

Examples of specialized experience such as professional knowledge of a wide range of principles, concepts and practices in the area of child development education, such as would be gained through extended graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments.

GS-09: I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR I have one year of specialized experience.

Examples of specialized experience such as professional knowledge of a wide range of principles, concepts and practices in the area of child development education, such as would be gained through extended graduate study or experience, and skill in applying this knowledge to difficult and complex work assignments.

GS-10: I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR I have one year of specialized experience which includes professional knowledge of theories, principles and practices of personnel management to include safety, security, health, and equal employment opportunity.

GS-11: I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR I have one year of specialized experience which includes professional knowledge of theories, principles and practices of personnel management to include safety, security, health, and equal employment opportunity.

Knowledge of the goals, principles, methods and techniques of child care and sound understanding of the interests, needs and motivations of infants and children.

Knowledge of USDA programs and requirements and child care food programs.

Knowledge of theories, principles and practices of personnel management to include safety, security, health and equal employment opportunity.

Knowledge of budgetary requirements to properly plan and execute a budget to cover supplies, training, equipment, travel, contracted services and capital expenditures.

Ability to administer a health and safety program to include first aid, poisoning treatment, dispense approved prescribed oral medications, child abuse, ground safety and fire prevention.

Ability to communicate effectively, both orally and in writing including a variety of audience (customers, other agencies, high level officials).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
