This position is located in the U.S. Health and Human Services, Food and Drug Administration, Center for Tobacco Products, Office of Management (OM), Silver Spring, Maryland.

The ideal candidate will have an eye for detail, maintain utmost professionalism when interacting with the public, a keen interest in thinking outside of the box; proposing solutions to pending challenges, and a degree in Human Resources (HR) or some experience in HR.

Additional selections may be made within the same geographical area FDA-wide.

In order to qualify for Program Analyst, 0343, at GS - 7/9, you must meet Time-in-Grade requirements by 05/29/2018.

GS-7: Have at least one year specialized experience equivalent to the GS-5 level in the Federal service, to include experience interacting and communicating with management officials; assisting in meeting office objectives and participating in programs designed to meet the needs of the office.

OR Have at least one full year of graduate level education in a field that is directly related to the work of the position.

OR Have a bachelor's degree in a related field AND meet one of the Superior Academic Achievement; OR Have a combination of specialized experience and education that when combined the total equals 100%.

Only education in excess of graduate level will be used in the calculation.

GS-9: Have at least one year of specialized experience, equivalent to the GS-7 in the Federal service, to include managing assignments, projects, and day-to-day plans; participating in the planning and implementation of new initiatives and projects, and providing a variety of staff support and program management assistance to the staff by performing research, conducting studies, and evaluating and analyzing data.

OR Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.

OR Have a combination of specialized experience and education that when combined the total equals 100%.

Only education in excess of graduate level will be used in the calculation.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.

Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment.

The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.

It is expected that this documentation is included in the employee's official personnel record.

In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
