You will serve as an Information Technology Specialist (INFOSEC) for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Disaster Credit Management System - DCMS in Herndon, Virginia.

This position provides oversight of the maintenance and execution of a security program for ODA.

You will plan and develop security rules and procedures, and maintain continuous awareness of cyber threats and keep abreast of new developments in cyber security systems.

ODP is located in the business area of Herndon, VA.

It is conveniently located near various eateries and shops and is accessible via public transportation.

Selective Placement Factor: GS-13 applicants must have or obtain their Certified Information System Security Professional (CISSP) Certification within nine (9) months of being hired for this position.

The attainment of such certification will demonstrate comprehensive training and expertise in the field of information technology and cybersecurity, which is required for this leadership position.

If this required certification is not attained within nine (9) months, incumbent may be terminated/removed from Federal government or placed in another position.

Selective Placement Factor: GS-14 applicants must possess a current Certified Information System Security Professional (CISSP) Certification.

The attainment of such a certification will demonstrate comprehensive training and expertise in the field of information technology and cybersecurity which is required for this leadership position.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement.

However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Time-In-Grade Requirement: GS-13: Must have held grade GS-12 for 52 weeks GS-14: Must have held grade GS-13 for 52 weeks Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer.

Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.

This experience may have been gained in a Non-Federal service position.

In addition, this Specialized Experience must demonstrate the following: *Creating and/or implementing an effective program office security plan based on applicable laws, regulations, standards and best practices; *Analyzing and presenting complex technical and security issues in oral and written form; and *Conducting vulnerability assessments and planning and installing IT systems to identify protection needs.

GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.

This experience may have been gained in a Non-Federal service position.

In addition, this Specialized Experience must demonstrate the following: *Creating and/or implementing an effective program office security plan based on applicable laws, regulations, standards and best practices; *Analyzing and presenting complex technical and security issues in oral and written form; *Conducting vulnerability assessments and planning and installing IT systems to identify protection needs; and *Managing IT security certification and accreditation processes for IT systems and overseeing activities such as policy development, compliance review, architecture, training, plan of action, and communications.
