You will serve as an Expeditionary Systems Research, Development, Test & Evaluation (RDT&E) Lab Manager in the E30 Division of NAVSURFWARFCTR PANAMA CITY DIVISION.
The salary range shown above represents all of the positions within the band, including high grade positions.
This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $113,428)
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
IT-related experience demonstrating this competency include: Planning, developing and carrying out IT related assignments to meet mission goals and objectives.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
IT-related experience demonstrating this competency include: Serving as primary liaison between customers, vendors or IT management to assess needs and provide quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
IT-related experience demonstrating this competency include: Actively participating in conferences, meetings or making presentations involving problems or issues or considerable consequences or importance.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include: Conducting extensive investigational analysis to determine the nature and scope of problems and devising solutions.
In addition to my experience demonstrating the four competencies above, I have at least one year of specialized experience at or equivalent to the pay band NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: Leading operations to manage and support the IT services for a Research, Development, Test and Evaluation lab network.
Qualifying experience should include; Planning, monitoring and controlling network operations, completing the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) or Risk Management Framework (RMF) certification and accreditation process, accomplishing the Enterprise Mission Assurance Support Service (eMASS) system registration process (including Authority to Operate) .
Planning and formulating concepts, policy, techniques and procedures, instructions, certifications, standards, and criteria appropriate to the effective implementation and management of the Cybersecurity program, ensuring Cybersecurity requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation/sustainment.
