The selectee for this position will serve as a Purchasing Agent for FLEET READINESS CENTER SOUTHWEST.

This is an Enterprise Business System position within the Procurement Process function.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Interpreting and applying guidance, policies, and procedures to ensure utilization of appropriate purchase method to procure goods and services; 2) Analyzing quotes from vendors to determine fair and reasonable cost; 3) Utilizing multiple contracting methods (e.g.

Invitation for Bids (IFB), Request for Proposals (RFP), Request for Quotations (RFQ), open market and/or placement orders) under fixed fee and cost type contracts; and 4) Analyzing and compiling industry information in order to evaluate prices or costs for requirements.
