Schedule A Hiring Authority The Federal Government utilizes the Schedule A hiring authority to appoint persons with disabilities non-competitively.
To be eligible for this non-competitive appointment, a person must meet the qualification criteria outlined by Schedule A 5 CFR 213.3102 (u).
The person must have a severe physical, cognitive, or emotional disability; have a history of having such disability; or be perceived as having such disability.
Regulations allow agencies to accept as proof of disability documentation from a licensed medical professional (e.g., a physician or other medical professional duly certified by a State, the District of Columbia, or a U.S. territory, to practice medicine); a licensed vocational rehabilitation specialist (i.e., State or private); or any Federal agency, State agency, or an agency of the District of Columbia or a U.S. territory that issues or provides disability benefits.
Disabled veterans may also be considered under special hiring programs for disabled veterans with disability ratings from the Department of Veterans Affairs of 30% or more.

Schedule A Eligible Candidates
