This is a non-bargaining unit position.

This is not a (drug) testing designated position (TDP).

This position is located in the Small Business Administration, Office of the Chief Financial Officer, Office of Financial Systems (OFS) in Washington, DC.

The incumbent independently performs or directs other security and compliance personnel in the design, operation and maintenance of a security program for the OCFO that is consistent with policy and guidelines developed by the Office of the Chief Information Officer's IT Security office.

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: providing technical expertise configuring and managing tools for vulnerability, compliance, virus, web application and database scanning; and ensuring applicable federal security standards such as NIST guidance, FISMA and Federal Information System Controls Audit Manual (FISCAM) requirements are met within the context of a financial systems environment.

These qualifications must be clearly referenced in your resume.

Incumbent will also be required to complete at least one IT security, specialized training course annually.

Individuals must also have IT-related experience demonstrating each of the four competencies listed below (this IT-related experience must also be clearly referenced in your resume): Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element.

Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

The incumbent must have at least one of the following certifications: Certified Information System Security Professional (CISSP), Certified Information Security Auditor (CISA), or Certified Information Security Manager (CISM).
