The selectee for this position will serve as a Historian for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice.

Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location.

There may or may not be actual/projected vacancies at the time you submit your application.

As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement.

Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.).

Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11).

If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.

Promotion is neither implied nor guaranteed.

Information on Temporary and Term Appointments: Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Temporary actions taken under this announcement may be made permanent without further competition.

Term appointments may be extended up to 6 years at the discretion of management and in accordance with applicable regulations.

Additionally, selectees may be noncompetitively converted to permanent career-conditional or career appointments under specific conditions.

Temporary or term positions may be terminated at any time before the established not-to-exceed date.

Basic Education Requirements for GS-05 and above: Your resume must also demonstrate that you have successfully completed a degree in history; or related field that included at least 18 semester hours in history OR a combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, plus appropriate experience or additional education.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector exercising judgment in determining the relative importance of the facts developed, and selectivity in confining the presentation to those facts which represent "highlights" of events OR you have a combination of education and experience that equates to one year of experience.

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector responsible for seeking out additional sources, critical judgment, and analytical thought in the evaluation of the evidence uncovered of historical facts OR you have a combination of education and experience that equates to one year of experience.

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning and carrying out historical research projects; and providing historical data for use in the reconstruction or restoration of the area OR you have a combination of education and experience that equates to one year of experience.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector establishing and maintaining working relationships with officials to keep abreast of current policy, planning and operational problems, and identify background resources available through historical research studies.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing recommendations for acquisition, preservation, restoration or reconstruction of historic sites and developing and carrying out all phases of the working plan.
