The selectee for this position will serve as an Accountant for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice.

Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location.

There may or may not be actual/projected vacancies at the time you submit your application.

If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management.

Information on Temporary and Term Appointments: Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Additionally, selectees may be noncompetitively converted to permanent career-conditional or career appointments under specific conditions.

GS-05 and Basic Educational Requirement: Do you have a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing.

(The 24 hours may include up to 6 hours of credit in business law) OR do have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality; or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting performing accounting work, including the maintenance of accounting records, preparation, analysis and interpretation of financial statements; reviewing accounting data for accuracy to ensure the integrity of the accounting system; monitoring financial logs to identify errors or trends OR you have a combination of education and experience that equates to one year of experience.

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector maintaining accounting records and preparing financial reports for review; identifying problem transactions to ensure proper posting to appropriate balance sheet and income statement accounts; and identifying budget or funds management problems and assisting others in offering alternative solutions OR you have a combination of education and experience that equates to one year of experience.

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying accounting principles, theories, and techniques to perform accounting work for operational programs or systems; examining accounting data/records to ensure accuracy and investigate complaints; developing queries and reports utilizing automated accounting systems; and analyzing and advising managers on accounting and financial matters OR you have a combination of education and experience that equates to one year of experience.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector adapting standard accounting principles, theories, techniques and procedures to solve problems where little to no precedent information exists; assessing internal control processes and accounting systems to solve a variety of accounting and/or auditing problems; analyzing accounting systems by adapting conventional accounting and analytical techniques to solve controversial accounting problems.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing financial reports for effective management control of financial requirements and resources; formulating a variety of business processes impacting execution of funds and related financial postings; and analyzing new and proposed legislation, system changes, and business rules to determine impact on financial systems or programs.

GS-14: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing management analysis and systems development to ensure incorporation of sound accounting principles, practices, and procedures; determining and implementing business processes and executing financial reporting and/or asset management requirements; and confirming the accuracy of financial data by analyzing financial transactions, trends, and metrics.

GS-15: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing expert advice to senior managers, program managers, and other Comptroller personnel on interpretation of accounting regulations pertinent to the financial operation; resolving unique and sensitive financial and accounting problems; reviewing, analyzing, and auditing a wide variety of accounting and/or financial systems and documentation required to prepare, validate and analyze financial statements, records, and reports; and overseeing and maintaining, the integrity of financial operations, accounts/ reports financial resources planning, programming, budgeting and accounting.
